Since 2000, the annual number of criminals convicted are about equal, whereas the quantity of those who are in prison has increased drastically. This can be attributed partly to the high costs of bail. Jonathan Lippman (the Chief Judge in New York) stated that certain people are unable to pay bail amount of 500 dollars, which is why they end up “rotting” in prison system.
This system of penal justice was created to ensure that the absence of bail or fines was not applied if a person was found guilty. The system today has not been able to work according to these same beliefs. This is particularly true when it comes to those who live in poor areas, where this conviction can cause severe mental and physical harm.
